Have you looked on the Dell Support page for your notebook the may still have the original USB 3.0 driver they used at production. If your chipset is before the listed CPUs it appears Intel has pulled the old Windows 7 driver so that not possible the driver above may work for you. I could run it in compatibility mode of Windows 7 only! I installed the USB3.0 host controller driver from Dell website (supported only till Windows 7) and still have the same issue. Now, I don't see any "Intel USB3.0 eXtensible host Controller" I tried a lot to fix this issue from online forums before but still I don't have a solution. I have this issue for more than a year and I suspect it is due to Windows 10 update from Windows 7. My USB 3.0 ports are not working but my only USB 2.0 is working.
